The Board of Directors and Members of the Wentzville Community Club (WCC) continually strive to maintain and improve the grounds and facilities, as well as our Bingo and Flea Market operations. The grounds and facilities are owned and operated by the WCC, not the city of Wentzville.  To ensure the best possible results we must from time to time amend, incorporate, or remind you of our rules and guidelines.  The WCC reserves the right to change/amend these rules at any time.

We appreciate everyone’s cooperation in these matters.

PLEASE remember the WCC is a volunteer, not-for-profit organization. (Owned and operated by the WCC.) Funds generated by Bingo & Flea Market are distributed to organizations in the community.  Following these rules helps everyone.

The Wentzville Police Department patrols the area regularly.

FOOD VENDOR RULES AND REGULATIONS
(As required by the St. Charles County Health Department and WCC)
Any Vendor selling any type of food item, whether pre-packaged or prepared on site, must have prior written approval
        from the WCC.
It is required for all Food Vendors to have a Temporary Food Stand Permit from the St. Charles County Health
        Department.
If you do not have a written approval from the WCC and the St. Charles County Permit, you will NOT be allowed to sell.
Must follow Vendor Rules and Regulations (listed within).

VENDOR RULES AND REGULATIONS
1.NO PETS or SALE OF ANY TYPE OF ANIMALS ALLOWED.  The ONLY exception is Service Animals. (Must have proof.) No animals of any type are allowed to be sold or given away on the WCC property. Vendors, please leave your pets at home. You are not allowed to have them in your space or your vehicle.

2.SELLINGYou may set up your tables at any time, but you may NOT have any merchandise on or under the tables before 6 am, if you set up a tent you may NOT have merchandise set up in the tent. You may start setting up and sell NO EARLIER than 6 AM Sunday morning.

Reserved vendors have until 7 AM to move into their spot. If the reserved vendor has not shown up by 7 AM any seller may use the spot. (Rent will be collected if you are not the reserved vendor; your name must be on the vendor tag. Vendor tags are Non-Transferable.)

3.PROHIBITED ITEMSNO Hand Guns, NO Assault-Type Weapons, NO Ammunition, NO Drug Paraphernalia, NO porno, NO Bootlegged or copyright infringement items are allowed to be sold. You will be asked to leave the property immediately if you are selling any of these items.
The WCC would prefer all rifles to have a gun lock or a zip tie placed through the chamber while on the property.

4.WEATHERIt will be at the WCC Coordinator’s discretion to close the Flea Market due to the weather. Inside vendors will be notified and given an hour to pack and load. The doors to the building will then be locked.

5.TRASH REMOVALPlease pick up around your selling area before leaving for the day.  If you have empty boxes to leave they must be broken down flat and left at the trash barrels at the end of the day for pick up.  Take ALL unsold merchandise and products with you.  We don’t have the capacity to dispose of everyone’s unsold items. The WCC is charged for large items left, which could result in higher rent fees.

6.ALCOHOLIC BEVERAGESThe WCC holds a State-issued liquor license.  There are strict rules that must be followed to maintain that license.  As a result of a meeting and conversations with the State Liquor Control Officer, we have determined that it is necessary that ALL ALCOHOLIC BEVERAGES BE PROHIBITED ON THE WCC (FLEA MARKET) PROPERTY effective immediately.  The only alcohol allowed on the property is that which is sold by the WCC during its Bingo operation and special events sanctioned by the WCC.

7.RENTTo maintain the property and continue our support of the community, our space fees are $20.00 per space.  You must be prepared to provide payment the moment you set up.  The WCC representative will begin collections first thing; payment must be ready and available when he/she comes around to collect.  Should the payment not be ready or there is no one in your space and it is necessary for him/her to come around again to collect from you, a  $10.00 additional fee will be assessed to your payment.
Only persons over the age of 18 will be allowed to set up and/or sell from your space.  There must be an adult (18 & up) in your space at all times.

8.RESERVED VENDOR TAGSThese must be displayed in an easily visible area that enables the Flea Market Coordinators to simply walk by your space and verify that you are the Reserved Seller. Failure to display your tag will cause you to be charged an additional $10.00 for each incident.  Failure to pay these fees by or with your next month’s rent will void your reserved status. Reserved Vendor Tags are Non-Transferable.  Your name must be on the tag; if it is not you will be expected to pay for the space.

RESERVED VENDORS MUST PAY RENT IN ADVANCE.  IF NOT PAID BY THE FIRST SUNDAY OF EACH MONTH, YOU WILL LOSE YOUR SPACE. THERE IS A WAITING LIST FOR RESERVED SPACES. 

9.WARNINGS: Vendors will be given 2 warnings; attitude, disrespecting WCC personnel and/or property, leaving trash, etc. After 2 warnings you will be asked to leave.

10.FOOD PRODUCTS: (including prepackaged goods):  All food products, including water, must be pre-approved by the Board of Directors of the WCC.  An application for any food or beverage sales must be completed (available in the WCC building information desk or on-line), submitted and approved prior to any sales. All rules and regulations set forth by the WCC and St. Charles County Health Dept. will be strictly enforced and monitored for compliance.  Violators will not be allowed to continue sales.  Your written approval must be posted for public review in your stand at all times. (Giving away free samples...it is NOT allowed.)

11.INSIDE VENDOR PARKING:  Inside Vendor parking is provided in the small parking lot on the South side of the building.  Inside vendors should limit themselves to one vehicle parked on this lot.  Immediately upon unloading your vehicle – and before setting up your table/booth – you must move your vehicle from the loading/unloading zone to the parking lot to provide space for other Vendors to unload their wares.  When all parking spaces are taken, you must park in the large parking lot.  Please comply.  
 
12.VEHICLES DISALLOWEDNO VEHICLES are allowed to drive through the Flea Market between 8:00 am and Noon FOR ANY REASON!!  If you sell a large item it must be carried out or picked up with a vehicle AFTER Noon.

13.OVERNIGHT STAYS: You MUST stay with your vehicle!  After you have chosen your space, you are free to go to dinner or leave the property to run errands, BUT you MUST be back by 10:00 pm. If sleeping space in the vehicle is needed, you may unload enough to allow sleeping space, but ALL items must remain by vehicle. 
ABSOLUTELY NO MERCHANDISE IS ALLOWED IN YOUR SELLING AREA UNTIL 6:00 AM SUNDAY.  NO OPEN FIRES/FLAMES ARE ALLOWED!
Your vehicle must be parked within your vendor area.  Do NOT encroach into your neighbor’s selling area!  Use common sense and reason when setting up in the evening. You can set your tables up in your space.  You can set up your tents in the evening.

14.LIGHTS OUT AT 11:00 PM! Be considerate of others.  Be at your space and be quiet for those around you who are trying to sleep.

15.NO SAVING SPACES FOR OTHERS!  If you have blocked off two spaces and someone comes between 10:00 pm and 5:00 am to help you sell, that’s okay, so long as they park in the space and bring no merchandise. But if someone comes in the space after 10:00 pm and has merchandise with them, we consider that saving a space.  This is not permitted.  They should have been here earlier like everyone else to secure their space.  Such action will double the rent for both spaces affected.

16.VENDOR PARKING: Vendors and their helpers MUST park within their rented space (behind and within the yellow lines).  Customer parking is at a premium.  Without parking you have no customers to sell to each week.  Please do not take up any parking from your customers.  Any additional vehicles must be parked off site.  Violators will be charged double rent for parking in customer parking areas.  DO NOT park on grassy areas on the Railroad side of the road, as the City of Wentzville has an ordinance prohibiting this within the city and they will ticket your vehicle. You may park in the grass on the WCC property.

17.FAILURE TO PAY RENT (Non-Reserved):  If you see someone leaving before paying their rent, get their license number and we can take action.  If we can catch them to collect the rent, we will give you one space rent free for one Sunday.  If you leave before paying your rent, the fee will be double the rent for such action.  A bill will be sent to the violator with 18% interest that shall accumulate until paid.  Please pay your rent at the brick building if you must leave before we get to you to collect.

18.WCC DOES NOT PROVIDE CHANGEBe sure you bring adequate change for your sales for the day.  WE DO NOT CARRY ANY EXTRA MONEY FOR VENDORS TO USE AS CHANGE. 

19.KITCHEN HOURS (Inside Flea Market Building)  5:30 am - 1:00 pm 
THE KITCHEN does not supply change.

20.VENDOR ADVOCATE/REPRESENTATIVEThere are Vendor Advocates to assist in building a stronger and more open relationship between the Flea Market staff and the Vendors.  These individuals are volunteers from the Reserved Vendors.  Below are their names and the areas/vendors they will be representing.
